Police, military in Zambo Sur placed on ‘triple red alert’ status

PAGADIAN CITY, Zamboanga del Sur, Dec. 27 (PNA) -- Police and military forces in this province have been placed on “triple red alert” to be able to swiftly respond to atrocities from lawless and terrorist groups, officials disclosed.

Senior Supt. Sofronio Ecaldre, provincial police director, on Tuesday disclosed they raised the alert status based on the recommendation of the National Security Council following intelligence report of possible attacks and bombings by terrorist groups.

On Christmas eve, 16 people, including a policeman, were injured in a grenade explosion in front of a Catholic church while churchgoers were receiving holy communion in Midsayap, North Cotabato.

However, authorities said the grenade, which was lobbed towards a police car, was the handiwork of a drug syndicate affected by the anti-drug campaign in North Cotabato.

Ecaldre said it was agreed during the Provincial Peace and Order Council meeting that police and soldiers’ visibility will be increase in public places like public markets, plazas, bus terminals, malls, and churches especially on New Year’s eve.

He said the city and municipal police stations would take charge of security in their respective areas while the Provincial Public Safety Company, together with the Army’s 53rd Infantry Battalion, are designated to conduct mobile checkpoints along the national highways.

Supt. Michael Palermo, city police chief, has advised the public to refrain from carrying backpacks while going to public plazas and malls.

Police authorities also advised the public to refrain from igniting firecrackers in welcoming the new year. (PNA)

PNP adopts tight security to ensure solemn, peaceful ‘Undas’ in Zamboanga del Sur



PAGADIAN CITY, Zamboanga del Sur, Oct. 29 (PNA) – The Philippine National Police (PNP) has adopted tight security measures, dubbed as Oplan Kaluluwa, to ensure the solemn and peaceful observance of the All Saints’ Day and All Souls’ Day in this province.

Senior Supt. Sofronio Ecaldre, provincial PNP director, on Saturday told the Philippines News Agency that the implementation of Oplan Kaluluwa takes effect Sunday, Oct. 30, until Thursday, Nov. 3.

Ecaldre said policemen would be stationed in public and private cemeteries and were tasked to conduct visibility patrols in all public places to thwart any possible disturbance by lawless elements.

There are six cemeteries in this city alone. These included four private, one public and one Chinese cemeteries.

This province comprises of one city and 26 municipalities. Each of the towns has their respective public and private cemeteries.

Ecaldre said that troops from the Army’s First Infantry Division would augment the PNP forces in providing security for the peaceful observance of All Saints’ Day and All Souls’ Day.

He said the soldiers would man the checkpoints along the highways and roads leading to the cemeteries.

In this city, Supt. Michael Palermo, local police chief, has tapped the assistance of the village watchmen (barangay tanods) for traffic management leading to the cemeteries.

Palermo said that Provincial Public Safety Battalion policemen and troops from the Army’s 53rd Infantry Battalion will conduct mobile patrols as well as secure public places like public markets, department stores, seaport and bus terminal.

He said the bringing of bladed weapons, firearms, intoxicating drinks, playing cards, flammable materials and sound system into the cemeteries is prohibited.

He called on the public to cooperate with them since the tight security measure is to ensure the safety of everybody.

He also urged the public to immediately report to them any presence of people acting suspiciously in their respective communities. (PNA)

Pagadian City police probe school official’s gun slay




PAGADIAN CITY, Zamboanga del Sur, Oct. 26 (PNA) -- The local police has ordered a thorough investigation to track down and arrest the gunmen behind the killing of a school official here Tuesday afternoon.

Police chief, Supt. Michael Palermo, issued the order after he received the report that 64-year-old Elmey Yukoya, was killed while his nine-year-old grandson, Yoriko Montejo, was injured when gunmen on a motorcycle repeatedly shot at them at about 5:20 p.m. Tuesday along Rizal Ave. in Barangay Balangasan here.

Yukoya, who is of Japanese ancestry, is the dean of Graduate School and one of the stockholders of the Southern Mindanao Colleges (SMC).
Yukoya’s wife Santa, 64, and 11-year-old granddaughter, Tisha, were left unscathed in the incident.

Initial investigations showed the victims were in a sports utility vehicle driven by Yukoya when one of the two gunmen repeatedly shot at them.



Yukoya did not make it to the hospital while Montejo is in critical condition.
Palermo ordered investigators to look into all possible motives that could lead to the solution of the case.

Police shot dead the suspect after stabbing him


PAGADIAN CITY, Zamboanga City (October 24, 2016) – The member of Pagadian City Police operatives landed at the hospital after stabbed by his attacker Saturday evening. The policeman identified as PO1 Rolito Sinajon shot the suspect after attacking him at Barangay Tuburan at 8:30 PM in this city.

Pagadian City Chief of Police Supt. Michael Palermo disclosed that based in the initial investigation the Pagadian City operatives responded the call from the concern citizen regarding the commotion incident happen at Purok Caimito in the said barangay. PO1 Rolito Sinajon, duty operation PNCO, after conducting interview to the two (2) drunken male persons when he was about to leave the area one of the suspects stabbed him from behind using broken glass of beer that caused him to retaliate and shot his attackers using his service pistol.

PO1 Sinajon was brought by the responding police operatives to the Pagadian City Medical Center for his immediate medical treatment while the other police operatives conducted hot pursuit operations against to the other unidentified fleeing suspect wearing blue t-shirt, curly hair, 5’9” in height and slim built.

Supt. Palermo identified the attacker as Junjie Oberez y Babao, 23 years old, male, single, welder and a resident of Purok Chico Hills, Barangay Tuburan, this city, was died on the spot after sustaining two (2) entrance gun shot wounds at the left side portion of the upper body and two (2) exit gun shot wounds at the right portion of the upper body.
Supt. Palermo added that before the incident the suspect together with his companion having drinking spree beside the road.




The police operatives recovered from the crime scene were three (3) pieces of 9mm fired cartridge cases.

Nurse charge for serious physical injury



PAGADIAN CITY, Zamboanga del Sur (October 7, 2016) - The operatives of Pagadian City Police Women and Children Welfare Protection Division has formally filed a case for serious physical injury at the City prosecutors office against the nurse of Hofileña Hospital in this City Thursday Morning.

Pagadian City Chief of Police Supt. Michael P. Palermo identified the arrested nurse as Riza Dominisac, 30 years old resident of Barangay Buenavista of this city. She was arrested by the police operatives after being complained by Charles Delmar, the father of 4-day old baby girl.

Supt. Palermo said that base in the initial investigation, the father accused the nurse for serious physical injury after they found out that the left small toe of his new born baby girl was accidentally cut off using surgical scissor.

Investigation said that at 7 O’clock Wednesday morning, the nurse conducted dressing of the baby and while removing the bandage at the left foot of the baby using surgical scissor accidentally cut the left small toe and partially cut the left ring toe. The incident was not immediately reported by the nurse until it was discovered 4 hours after.

The police arrested the suspect 5pm of the same day at the residence of her sister at Barangay Lumbia of this city.

The suspect was later on free after paying the bail bond the amount of Php10,000 for her temporary liberty.

Pagadian City Police Station Rank No.1 in Implementation of Oplan Double Barrel in ZamPen

PAGADIAN CITY, Zamboang del Sur-(Sept.17,2016) -- The Zamboanga del Sur Police Provincial Director Senior Supt. Michael Nicolas has expressed his congratulation to the Pagadian City Police Station (PCPS) under the leadership of Chief of Police Supt. Michael Palermo for ranking number 1 in the implementation of "Oplan Double Barrel" in Zamboanga Peninsula since its implementation from the month of July.

The Oplan Double Barrel was launched by the Philippine National Police (PNP) nationwide in support of President Rodrigo Roa Duterte declaration of war against Illegal Drugs.

PCPS has recorded a total of 600 houses knocked or under 'Tokhang' with a total of 1,629 illegal drug personalities voluntarily surrendered and turned over to the Local Government Unit (LGU) and 61 of those were pushers while the remaining were users. However no recorded pushers that were surrendered and turn-over illegal drug and turn violent, SSupt. Nicolas disclosed.   

Record shows that since the implementation of the Oplan Double Barrel from the month of July to August during the police legitimate operations a total of 4 were killed and 1 arrested wounded and confined at the hospital, Pagadian City police chief said.

Supt. Pelermo said, a total of 7 high profile involved in illegal drug personalities were also recorded, 5 were already voluntarily surrendered following the conduct of Oplan Tokhang while two others still out of town.

However, Palermo said those names of high profile personalities involved in illegal drugs were withheld for confidentiality. (JDC)

City PNP, DepEd Ink MOA for Anti-Illegal Drugs Campaign


PAGADIAN CITY, Zamboanga del Sur (August 18, 2016) – The City Police and the Department of Education (DepEd) City Division Office has signed a Memorandum of Agreement (MOA) for the launching of the joint activities to support the nationwide campaign of the President Rodrigo R. Duterte against illegal drugs, Thursday morning.

Pagadian City Chief of Police, Supt. Michael Palermo disclosed, that the campaign against illegal drugs is not only the focus to the arrest of the suspects but also to inform the community, especially to the students through the DepEd in giving information and education regarding the effects of illegal drugs.

Palermo added, that through the conduct Drug Symposium to the different schools the proper information and education against illegal drugs will reach out to the students not to involve in illegal drug activities and by that they were assured for their bright future.


The school officials from different schools who were attended the activities had received the certificate of recognition from the city police chief during the Culmination of PCR Month and Acknowledging the invaluable support of Department of Education Pagadian City Division in Anti-Illegal Drugs Advocacy, Thursday morning at the City Police Station. 62 Years old Father shot to Death by Unidentified suspect in Father’s Day

PAGADIAN CITY, Zamboanga del Sur (June 20, 2016)— On a Father’s Day, a 62, year old Father while together his son walking along corner Jamisola and F.S Pajares Avenue, Barangay Santiago of this city was shot to death by the unidentified suspect Sunday 9:35 in the morning.

Police Chief Supt. Michael Palermo identified the victim as Nelson Patangan Rivera, married, a resident of Purok 2, Barangay Lalab in the nearby town of Dimataling of this province. He was shot at his head that causes of his untimely death by two unidentified suspects on board motorcycle Honda Wave. After the incident the suspect fled towards unknown direction.

The Pagadian Police Operatives are now still conducting thorough investigation and follow-up operation to determine the motive and possibly identify, locate and arrest the suspects.

Pagadian City police set to implement curfew for minors


PAGADIAN CITY, Zamboanga del Sur, June 14 (PNA) -– The local police is set to implement curfew against minors as well as the prohibition of the sale of intoxicating beverages to children in this city.

Supt. Michael Palermo, local police chief, told the Philippines News Agency that the imposition of curfew is pursuant to a directive from higher headquarters given to the chiefs of police during the recent command conference.

The order, according to Palermo, is to determine whether there is an existing curfew ordinance for children in their respective locality and if there is, it must be properly implemented.

Palermo said this city has an existing edict known as City Ordinance No. 43, which was approved on October 1, 1984, imposing curfew for minors.

He said the ordinance prohibits children aged 18 and below to stay outside their residence from 10 p.m. until 4 a.m. the next day.

The implementation of the ordinance is also in line with the proposal of President-elect Rodrigo Duterte to impose a nationwide curfew for minors.

Palermo added that they will also implement Ordinance No. 40, which was approved last October 3, 1983 that prohibits the sale of intoxicating drinks and/or intoxicating beverages to minors in the public places in this city.

He said that violators of the two ordinances will be brought to the police headquarters for appropriate actions to include filing of charges as well as payment of corresponding fines. (PNA)

Police arrest driver for illegal drugs in Pagadian City

PAGADIAN CITY, Zamboanga del Sur (June 8)—The Pagadian City Police Station Intellegence Operatives arrested the driver during their buy-bust operation conducted 1:00 pm in Salera Corner Jamisola street, Sta. Lucia dist. Of this city.

Pagadian City Police Chief PSupt.Michael Palermo identified the suspect as Arnold Maghinay Namit, 28 years old, single, a resident of Purok 6, Barangay Bansarvil-II in the nearby town of Karomatan Lanao del Norte.

Police Recovered from his possession and control was four (4) small pieces size heat-transparent plastic sachet containing white crystalline substance suspected to be shabu, and two (2) pieces of one hundred (₱100.00) peso bill as marked money.


The suspect now is temporarily detained at Pagadian City Police Station lock up cell for proper disposition while appropriate charges will be filed at the City Prosecutors Office against him.

New SWAT Team for Pagadian City


Pagadian City Zamboanga del Sur (April 18, 2016)— The Pagadian City Police Station has 10 Police personnel who just graduated from their 4 months training in Zamboanga City as member of Special Weapons and Tactics (SWAT) Team.

Pagadian City Police Chief P/Supt. Michael Palermo said the 10 man SWAT Team has just arrive this morning after they were organized and trained in Zamboanga City.

The SWAT Team is headed by P/Insp. Mario A. Regidor will take charged and ready to any crisis will arise in this city, Palermo disclosed.



Palermo added that a side from the regular PNP members were conducting Police Patrol and Police visibility in public areas around this City, the SWAT Team will augment and take action on crisis situation like hostage-taking.

Police arrest wanted person with 4 firearms in Pagadian City




PAGADIAN CITY – The joint Police operatives of this city led by Police Chief Inspector Rommel Etbew and PNP personnel of Provincial Intlligene Branch Zambo.Sur Police Provincial Office (ZSPPO) successfully arrested the person with warrant of arrest (WOA) for violation of R.A 10591 (comprehensive law on firearms and ammunitions) Friday afternoon in the nearby Barangay Sto. Niño of this city,

City Police Chief Supt Michael P. Palermo identified the suspect as Romulo Sandiag Sudiang. He was arrested at his rented house in Purok Sandayong, Barangay Sto Ñiño during the implementation of the search warrant issued by Hon. Joel G Vercide, Presiding Judge, Municipal Trial Court in cities 9th Judicial Region, Branch 01, of his city issued on March 30, 2016

Palermo said the raid is part of the One Time Big Time Operation that resulted to the recovery/confiscation of the following: one unit of 12 gauge norinco shotgun; two units of caliber 9mm (colt and armcor); one                              unit caliber .38 revolver; two pieces magazine of caliber 9mm; eighteen pieces of 12 gauge shotgun ammunitions; four pieces caliber .38 ammunitions and six pieces 9mm ammunitions.

Crime Volume Decrease in Pagadian City

PAGADIAN CITY, Zamboanga del Sur (April 3, 2016) – The police crime statistics record shows that the crime volume in Pagadian City has reduced by 29% in the first quarter of this year compared to last year the same period.

City Police Chief Supt. Michael P. Palermo said “the total crime volume this year has reduced to 146 incident crime with crime solution of 87.54% compared to last year that has 507 incident crime with crime solution of 94.47%”.

Palermo also disclosed that the reduction of index crimes particularly in crimes against property from January to March has a total of 76 this year compared to 132 of the same period last year while crimes against person from January to March was also reduced from the total of 84 this year compared to 86 of the same period last year.

Palermo said “The huge reduction of crime volume was due to the implementation of Lambat Sibat, One Time Big Time Operations and all other programs of the PNP especially the implementation of Patrol101 which increases the police visibility that prevents crime incidents in public places”.
